Shipping containers

When you hire a shipping container, place it on your property wherever possible. If you must place it on public property, you need to apply for Council approval.

If a container needs to be on public road corridor, it will be considered on a case-by-case basis.

Applying for a permit

You will need to put in an application at least 5 working days in advance.

How to apply

  1. Submit a Corridor Access Request (CAR) via Submitica. If you don’t already have a Submitica account, you will need to create one first before opening your CAR.
  2. Fill out a Road Usage Licence (RUL) application form (91KB PDF) and upload it to your CAR.
  3. Upload a site-specific diagram to your CAR, showing how the container is going to be placed and the relevant dimensions.

If you need help, email customer.compliance@wcc.govt.nz

Neighbour's permission

If you can't put the shipping container directly outside your property and need to place it outside your neighbour's property, you will need to get your neighbour's permission.

Storage

Shipping containers on public road corridor must be used for loading and unloading goods, and not to store private items.

Terms and conditions

You need to position your shipping container safely:

  • Place it so that it’s not hazardous or a nuisance to any road or footpath users. (Otherwise, Council may have to organise urgent removal.)
  • Make sure it has reflective markings so it can be seen clearly at night – depending on the location, extra illumination may be necessary.
  • It must have white and reflective markers (100 mm x 100 mm minimum) facing oncoming traffic
  • It must have contact details (24-hour contact number) permanently and legible marked on it, for the container owner to be reachable in the case of an emergency.
  • Place it at least 1 metre away from manhole covers and access points to underground services or fire hydrants.
  • Place it fully on the road (not partially on kerb edge or footpath), ensuring the container is on timber planks in all instances.
  • Leave at least 4 metres of clear road between it and the outside edge of the car park on the opposite side of the road so that emergency services can get through if they need to.
  • Leave at least 1 metre between it and driveway access points so that vehicles can easily go in and out.
  • Place it so that regulatory and warning road signs can be seen from at least 65 metres away.
  • It must not display any advertising or promotional material without approval from Council.
  • Keep the surrounding area clean and tidy.

Legal provisions

We require a Traffic Management Plan (TMP) to be included in the application.

We can ask for the shipping container to be moved or relocated at any time if it is hazardous or a nuisance. If you don’t comply when we ask you to move the shipping container, we may move it at your expense.
