Michael Fowler Centre earthquake strengthening

We’re assessing options for remediating the Michael Fowler Centre in light of the ongoing Government review into Earthquake Prone Building standards.

The Michael Fowler Centre

The Michael Fowler Centre is a landmark Wellington venue that hosts concerts, conferences, exhibitions, and other events. It is located in Pōneke’s civic and cultural heart and forms part of the city’s creative spine.

Michael Fowler Centre has been designated Earthquake Prone under the Building Act 2004. It is a priority building with a New Building Standard (NBS) rating of 20%, and we are required to complete seismic work by September 2033.

What you need to know

In light of the ongoing Government review into the Earthquake Prone Building standards, we’re analysing a number of strengthening and remediation options for the Michael Fowler Centre. The analysis will also consider ongoing work on our Venues Strategy and the future use of our civic buildings.

The NBS rating of the building is determined by the following elements:

  • The sloping transfer diaphragm below the level 2 seating in the auditorium.
  • The double-tee flooring at level 2 and level 4.
  • The roof and level 2 diaphragms.
  • The wall panels at the upper precast portion of the bay walls.
  • The promenade roofs and facades around the building.
  • The catwalk structure in the auditorium.
  • The wall reflectors in the auditorium.

The Michael Fowler Centre was built between 1980 and 1983, and was strengthened in 2019. It is not a heritage building.

  • October 2025: Concept designs for strengthening the Michael Fowler Centre are completed.
  • October – December 2025: The Council is briefed on options for strengthening.
  • January – March 2026: Seek approval from the Council to progress with one option.
